出境蔬菜原料種植基地備案制度

    檢驗檢疫機構按照《出境蔬菜種植基地備案細則》對所在轄區內的蔬菜加工企業或出口企業所屬的基地實施備案管理。



    出境蔬菜必須來自經檢疫衛生注冊或登記的加工企業。貨主或者其代理人應當在蔬菜出境前向檢驗檢疫機構報檢，并提供以下單證：



    一、加工企業檢疫衛生注冊或登記編號及蔬菜基地備案號；



    二、加工企業自檢結果單；



    三、國家質檢總局《報檢規定》所要求的其他單證。



    檢驗檢疫機構實施檢驗檢疫的依據：



    一、輸入國家或地區政府與中國政府簽訂的雙邊檢驗檢疫協議、議定書、備忘錄等；



    二、輸入國家或地區的檢驗檢疫法規和要求；



    三、中國法律、行政法規、強制性技術規范以及國家質檢總局規定的檢驗檢疫要求；



    四、貿易合同、信用證等所規定的檢驗檢疫要求。



    檢驗檢疫機構依據有關檢驗檢疫規定，并結合企業對基地管理和衛生質量自控情況實施針對性檢驗檢疫。



    經檢驗檢疫合格的出境蔬菜，檢驗檢疫機構簽發“出境貨物通關單”或“出境貨物換證憑單”；要求出具檢驗檢疫證書的，同時出具檢驗檢疫證書。



    出境新鮮／保鮮蔬菜檢驗有效期不超過14天，其他加工蔬菜的檢驗有效期不超過兩個月；檢疫有效期一般為21天，黑龍江、吉林、遼寧、內蒙古和新疆地區冬季（11月至次年2月底）可酌情延長至35天。



    需經口岸檢驗檢疫機構查驗的出境蔬菜，貨主或者其代理人應當在“出境貨物換證憑單”有效期內向出境口岸檢驗檢疫機構申報查驗，經查驗符合要求的，檢驗檢疫機構簽發“出境貨物通關單”。超過“出境貨物換證憑單”有效期的出境蔬菜，貨主或者其代理人應當向檢驗檢疫機構重新報檢。



    出境蔬菜經檢驗檢疫不合格的，必須進行技術處理或除害處理。無有效處理方法或經處理后仍不合格的，簽發“出境貨物不合格通知單”，不準出境。



    裝運出境蔬菜的船舶和集裝箱，承運人、裝箱單位或者其代理人應當在裝運前向檢驗檢疫機構申請適載檢驗，經檢驗檢疫合格后方可裝運。



    檢驗檢疫機構對出入境蔬菜的生產、加工、裝卸、運輸、儲存實施監督管理。



    檢驗檢疫機構按照《出境食品生產企業衛生注冊登記管理規定》對出境冷凍蔬菜、脫水蔬菜（不包括晾曬品）、水煮蔬菜等加工企業實施檢疫衛生注冊管理；對鹽漬蔬菜、保鮮蔬菜等加工企業實施檢疫衛生登記管理。



    檢驗檢疫機構對出境蔬菜實施批次管理，其批次編號應當包括加工企業注冊／登記號、蔬菜基地登記備案號等信息，由出境蔬菜加工企業負責印制或標記。



    檢驗檢疫機構對出境蔬菜加工企業或出口企業的質量管理、檢測能力及委托實驗室實施監督管理。



    運往口岸檢驗檢疫機構轄區以外的入境蔬菜，由指運地檢驗檢疫機構實施監管，口岸檢驗檢疫機構應及時通知指運地檢驗檢疫機構。



    出入境蔬菜發現重大疫情、質量及安全衛生問題的，檢驗檢疫機構應采取必要的防疫措施和應急措施，并立即報告國家質檢總局。
